Head wobble

On my triple trout style baits I have noticed that fish in certain bodies of water seem to love that swim that is lead by the head of the bait (s-style swim) and others wont bite unless I stop the head wobble and have only the tail swimming. I think this is due the differences in the main forage base. just wondering if anyone else has experienced this and has a theory on why this is happening.
