According to Contra Costa County officials, around 8:25 a.m. marine patrol deputies heard a distress call on the radio.
The two fishermen had fallen off their boat and were struggling in the water.
A deputy located one of the victims who was pulled out of the water by a passing boater, authorities said.
The U.S.Coast Guard along with Contra Costa County Fire crews are still at the scene searching for the missing fisherman.
At the time of the accident, the boaters were attempting to set an anchor to fish when their boat was hit by a wake causing the men to fall overboard.
Both of them were not wearing life jackets...
