Already sent!! Just another way for the government to get money from the taxpayer and not show anything for it. Why don't they charge a fee to all these foreign flagged ships just for entering a U.S. port. If they already have a port tax, increase it. Just don't tax the individual boat owners.

I know it is hard to justify $.05 a gallon gasoline in Iraq, but then again the average annual salary there is less than $1500.00 so I guess everything is relative.
