I try not to use a clicker as much as possible. I think with the very cold water conditions right now. Fish are just mouthing the bait softly. any tension what so ever they might spit the bait. Try thumbig your spool. When you get the slightest of bites give a little line. It might help.

It could have been a chatterbait type bait. There is a local product out os Sacramento called a Voodoo Bait. I carry them in my store, and I know they were available at Limit Out in Clear Lake.

They actually make a Zoom Horny toad hook. it is a 5/0 60 degree jig hook with a hitchhiker on it. I have never tried them myself, but I hear they work really well.
