Leave it to some type of state program to be in the hole $90K when from what I can tell it costs nothing to operate the program except for the cost of the stickers.

I have never seen anyone fishing that technique in CA. I could see it being effective here in the right situations. Your best bet is to check out videos on Youtube.

The Ultrex foot pedal is heel tow steering like cable steer trolling motors. Not sure if its actually controlled by cables or the pedal is electric but instead of being flat it's heel tow control.
Ulterra is electric steer which most bass guys don't care for.
