Restore the Delta update

Here's the link to their website in which they try to find out what the Dept. of Water Resources is trying to raise money for with their latest bond offering, which they say is for, “construction of certain Water System Projects”.
Restore the Delta is trying to find out if they are planning to use the bond money to pay for any part of the Delta Tunnels costs. So far, the DWR says it can't give an answer until Jan/2017, which is after the election.

“We haven’t been provided virtually any information from the project proponents,” Dennis Cushman, assistant general manager at the San Diego County water district, said by phone. “Fundamentally, who’s in? Who’s going to pay what? Questions we’ve been asking literally for five years that go unanswered.”

This is the problem. They are trying to get this project approved without having to say who will pay for it.

But then someone might have done some research and it blows your theory out of the water (pun intended)

"Bill, you are entirely correct! UCLA with the assistance of DWR, conducted a test on Sherman Island with the purpose of "Proving" that the levees in the Delta were going to collapse during a quake. they constructed a representative model levee, 6 ft tall and 40 ft wide and 12 ft long, upon which they mounted an eccentric mass shaker, MK-15, to simulate a large earthquake. To their surprise, the levee took everything they could throw at it! Since it did not prove what they wanted to prove, they came back a year later, loaded the levee with water, are repeated the test. Again, no failure. However, they are not willing to conclude that the levees won't fail, but only that they have collected data that needs further analysis!"
