It looks like the toxic algae isn't just a California problem. Although the article makes a mention of climate change/global warming, it focuses on the massive runoff from agriculture/livestock across the whole country and how little is being done to stop it.
According to this article, ag is somewhat exempt from the penalties industry would be slapped with for polluting. Primarily it is voluntary.
