is it legal to tie to a bridge pier?

is it legal to tie your boat up to a bridge pier (e.g., rio vista bridge)? someone once told me it was illegal but i cannot find such a rule anywhere. thanks.

I doubt it.
A friend of mine was tied to a channel marker and the coast guard came by and told him you couldn't tie to them.
