It states, in the link you posted, 'no fishing is permitted in the park'. If it is where I think it is you would not want to as it is brackish water right next to I-80.

I have seen a guy fishing on a small little pond near that area before next to the larger lake. That is why I was asking.

Pass it up, it's way too "urban" and trashy. You'd be better off driving another ten minutes and hitting San Pablo Dam.
