Mike - I would recommend a couple of things.
First - get and study a good map of the Delta (Fish N Map Company makes a great one).
Second - read the reports in the reports section. That will usually give you enough of an idea of what fish are doing and what they are being caught on.
Third - Schedule a guide trip with one of the knowledgable guides in the area. They can show you the basics of the Delta, at least enough to where you are comfortable fishing it.
As for where to launch, I'd say Russo's Marina on Bethel Island. They have a great facility, as well as they are centrally located on the Delta. It doesn't hurt either that they are right on Frank's Tract.

Just like gator said i would book a guide trip our enter a couple pro-ams and learn that way too. If you figure how much you would spend on gas and oil and your time. A guide trip is well worth it to get started... just my cents..

Actually you can just go and start fishing in the delta. Most all of the launch ramps in the delta have good bass water close by. Try launching at Russos and just start flipping your way out to Frank's tract. You can do the same thing at Big Break. Orwood is a good place to go when it is a little windy. Just take a left, go under the two bridges and start fishing in Rock slough. This time of year you should be able to catch and find some good fish in these areas. Be patient and just fish. Don't run around too much.
