spinning rod - ok to cut it in half to help with shipping?

You should be able to have it exchanged over the counter at any Shimano authorized dealer.

Yes, if your shipping back to Shimano, you can cut in half above first
line guide.

How long does it take to get the rod returned once recieved by Shimano?

If we have the rod in stock we will get it back to you in about a week, depending on shipping time. If the dealer has the rod and is willing to exchange it then it will be that same day.
