Welfare, most of us understand the need for a safety net and have no problem with paying for it. A safety net for me means providing "basic" necessities, nutritious food, shelter, clothing, and programs for training, or re-training people to enter or re-enter the workforce, a helping hand with the receiver of these benefits required to do their part. Paying for cigarettes, alcohol, gambling or even sweet treats is totally wrong on every level and I don't think even the most giving kind hearted soul would agree taxpayers should pay for any of this stuff.
Cigarettes and alcohol are a couple of the worst items we pay for, both cause health problems and alcohol causes both health and social problems, both are very expensive and yet we the taxpayers pay for these non necessities while giving people that leg up. Its crazy. We not only support a habit and or addiction by paying for it we also end up paying the health costs down the road, makes no sense.
