low clear lake
lake is at -0.44 rumsey.. ayone know the lowest it ever been at this time of the year ??

So its low, but its not record low - I take it 1920 was prior to the Rumsey Riffle or damn.

interesting..anyone know when the damn was put in ?? seems like it would not be possible to have a reading of -3.5 rumsey if there was if there wasn't a damn yet ??

Looks like I was way off on my guess:
"Captain Rumsey was an important part of the history of Lake County. In fact, he founded the town of Rumsey, which is located on Highway 16 in Yolo County. He also bought property in Lakeport and Rumsey Bay on Clear Lake is named after him. He started the Rumsey Gauge in 1872."

Hopefully this works. It is a document that outlines the stages of lake level and yearly high and low lake levels from January of this year back to 1873 when (I believe) they (someone) began keeping track of the data. Kinda interesting if you are in to science or just a little odd like myself.....
Dam on Cache Creek was built in 1914. Wikipedia has a pretty good and shortened explanation of Rumsey, the purpose of building the dam, and all the rules that govern who can take how much water and when they can take it.
