New bridge at Bacon Island Road

There is a new bridge being built at the end of Bacon Island Road, where the cable ferry connects Upper Jones to Woodward Island.
Does anyone know who's building it, and why?

It’s a small, privately owned island. Considering I’ve rarely seen anyone taking the ferry across, it doesn’t seem lime many vehicles will use it. I’ve wondered the same thing. My guess is we are probably paying for it one way or another.

I worry that it's a part of the tunnels in some kind of a way.
I saw them loading earth from barges at the RR end of Woodward. Maybe they're going to grow dope there. That is the only crop that would pay for that bridge.
