2003 ranger 521vxRecessed trolling motor foot pan

I’m working on a 2003 ranger 521vx. I’m wanting to install my foot pan I bought but, I have rod tubes it looks like then run right where I need to cut my hole. Anyone ever Install a footpan with the rod tubes? Can I keep the rod tubes in there or do they have to go? Thanks
