Berryessa launch ramps?

I know Markley Cove opens at 8am but, how about Pleasure Cove or Capell Cove? Is hwy 128 accessible to Capell?

Found this on Caltrans website. Looks like Markley Cove entering from Winters is best route.

We launched out of Capell a few weeks back, coming from Sacramento area. It wasn't too bad, took a little longer because of the road work. We got on the water at 7:30 so still better than waiting at Markley. Lot's of blackened hills and sad to see some homes and structures lost in the fires.
