Low Water Emergency Action Plan

To Our Valued Mooring Customers:
The intent of this plan is to inform you on the actions Lime Saddle Marina must take to preserve the safety of ALL personal property including yours, ours, and the State Parks. As many of you know, we are starting the year off at record lows. The most recent projections provided by DWR take us to record lows of 628’ elevation by October 1st.
The last time we saw lows around this level was back in the severe drought during 2014/2015 when we hit level 646’. Many of you can remember this historic time and what hardships it meant for our lake, boat owners, and the marinas.
We are going to break down the requirements and recommendations needed by customers to accommodate the low water situation.
Customers Currently out of the Water:
It is very hard for us to bring this news, but with the current circumstances and forecasted lake level, we cannot allow any of your boats to return back to the lake this year. ABSOLUTELY NO BOATS CAN RETURN. We are above max mooring capacity at the current lake level and cannot accommodate any additional boats. There will be reduced moorage rates for the inconvenience in the form of:
● No moorage fees due until your boat goes back into the water
● Moorage reduction takes place April 1st, 2021
● Guaranteed return to your original location once returned to the water
We apologize for the decision we have been forced with to remove your access back to the lake. We are in a very severe drought and have absolutely no control over the water.
Additional Houseboat Pulls:
We have never seen projected levels this low so preparing for them is very tough. We want to make sure that we are making the best decisions when it comes to protecting EVERYONE'S property. Our new management teams, along with State Parks, have taken many
recommendations and thought thoroughly about the best plan of attack for Lime Saddle Marina and this is what we have chosen:
What we need:
We need an additional 50 houseboats pulled out of the water by May 15th to accommodate the low water problem.
How do we get there:
1. Delinquents, liens, structurally, and environmentally unsafe boats first
2. Expired registration after (2019 tags and older)
3. We are looking for volunteers next. Volunteers will have to pay for haul in and out at a reduced rate around 50% and will not have to pay for mooring for the duration of the time they are out
4. If you wish to be put on the voluntary low water removal list please contact our office at (530) 877-2883 by April 26th
5. If we do not get a minimum 50 volunteers we go to a random lottery system. This will be held on April 27th after we tally our non compliant and volunteers.
Delinquents, expired registration, structurally, and environmentally hazardous boats:
● Any boat delinquent 120 days or more will be first on the list of pulls. These boats will also be responsible for the cost of haul out and labor
● Any boat that is dumping Grey/Black water will be put on the pull list and will be at risk for a fine for polluting the lake and all cost will be the owners responsibility
● Any boat that has a significant listing problem or is deemed unsafe because of rot, wear, rust, deterioration, or taking on water will be next on the list and all costs will be the owner's responsibility
● We will be working alongside State Parks to determine which boats are unsafe or hazardous
● After inspection by both State Parks and the marina, we will contact the customer and inform them of our decision
● Any boat that has 2019 or older tags will be notified and put on the pull list. You have until May 1st to provide proof
● The marina will do an inventory on delinquent, expired registration, and unsafe boats and have an updated number as soon as possible
Lottery System
How does it work?
● All customers will be thrown into a hat and pulled at random
● Customer will be notified ASAP
● Customer will be responsible for hauling cost and will have moorage reduced by half
● Customer will have until the week of May 10-14th to prep their boat for removal
LSM will coordinate removal procedures
Why May 15th?
The water projections for this year put us at a peak level around 730’. The reason we will have to pull so soon is because Lime Saddle Marina loses its launch ramp at lake level 707’. The
lowest safe point we can pull boats is at lake level 715’. Pulling an additional 50 boats will take us a minimum five days, and we will have to shut down the launch ramp to accommodate the
pulls.
We are scheduling the houseboats to be pulled the week of May 10-15. Lime Saddle Marina will lose its ramp right after memorial weekend, therefore, we have to get the boats out before the rush of the big weekend.
We are in dire need of your cooperation to spearhead this low water inconvenience.
Please let us know ASAP if you would like to be put on the low water emergency pull list. We sincerely appreciate your cooperation and understanding.
Security for the boats out of water
We will be providing 24 hour security to monitor the safety of your property. The boats in the upper parking lot will be locked every night at sundown.
The boats in the lower level lot will have fencing around the perimeter of the area and two entry points that will both be locked every night at sundown.
Working on boats in the parking lot
For the customers who will be located in the lower parking lot, absolutely no work is to be permitted during this time. We understand that pulling out your boat is a great opportunity to
get some maintenance work done, but if this is the case you will need to relocate your boat to a storage yard. This will be an additional fee that will have to be arranged with the transport
companies.

Lime Saddle Marinas Rental Fleet
We understand that many believe we should pull our rental fleet and accommodate a small number of mooring customers to fill those spots. We are contractually obligated to have a minimum number of rental boats at all times in our fleet. Since we cannot pull our rental fleet, access to rentals will be available as long as water levels permit.
