"For nearly three years, some of California’s biggest water users, including San Francisco, have been quietly meeting with the state to figure out how much water they should be taking from the San Joaquin River and its tributaries...But late last week, the state conceded the negotiations had failed."

sucks that the article is blocked behind a paywall. I shall take a stab at what it might say - California is in a declared drought stage and in order to stay that way the BOR is releasing more water from Folsom and Oroville then what is coming in which will save the salmon and continue to allow us to draw on Federal Assistance for as long as possible. Also too certain cities will start increasing water use taxes while we continue to pump volumes through the valley and up the hill to LA..... Does that about cover it? :D :lol: :lol:

Fresno Judge Rejects Westlands Water District's Proposed Permanent Water Contract – Dan Bacher 10/28/21
San Francisco, CA – On October 27, Fresno Superior Court Judge D. Tyler Tharpe tossed out the Westlands Water District’s proposed permanent federal water contract from the Central Valley Project (CVP) that would have allocated roughly double the amount of water that Los Angeles residents use in a year.
Tharpe found Westlands, the largest federal irrigation district in the nation, to “have misled the court and the public,” according to a statement from the Pacific Coast Federation of Fishermen’s Associations (PCFFA), one of the organizations that joined in the lawsuit against Westlands.

The talks were launched to prevent some of California’s mightiest rivers from drying up, and keep fish populations from disappearing, while still allowing cities and farms to draw the supplies they need. The vision was nothing short of a grand compromise on divvying up California’s water.
But late last week, the state conceded the negotiations had failed. In a letter to San Francisco and the other mostly agricultural water agencies involved in the discussions, state regulators told the parties they had made insufficient concessions on water use. The breakdown in talks means the state will begin directly regulating river draws, a move that could significantly squeeze the water users, and one they’re bound to fight.

Environmental Protection Secretary Jared Blumenfeld and Natural Resources Secretary Wade Crowfoot told the San Joaquin districts that “at this point it is clear that despite considerable efforts, proposed voluntary actions by water agencies on the San Joaquin River tributaries have fallen short of needed flow and habitat improvements, and viable proposals are not being offered at this time.”
The two administration officials added, “We will ask the State Water Board to resume all activities necessary to implement the flow objectives established by the 2018 Bay-Delta Plan for the Lower San Joaquin River and its three major tributaries, the Stanislaus, Tuolumne, and Merced rivers.”

The Reinvent Stockton Foundation announced Monday a new two-year grant program for nonprofits that focus on providing Stockton youths economic opportunities….
“During my time as an intern with Restore the Delta, I have begun to learn important technical skills that I will use in my career,” said Gloria Alonso Cruz, Climate Water Advocate, Restore the Delta intern, and Sacramento State University student. “Being part of this internship program has given me the ability to understand the environmental impacts affecting Delta waterways and other parts of South Stockton.”
