It is a Catch Photo Release (CPR) event. Competitors use a Hog Trough (specific type of ruler) and submit the length of each fish caught.

upon inspecting the pieces of rubber a little more closely, it looks as though they are pieces of the old impeller. How would a mechanic miss that? The space inside the water pump small. I don't how those pieces could have possibly been missed!
