The closing of the California Coast

Tomorrow morning at 9am PDT, California’s state legislature is considering a bill that the entire sportfishing industry should have on its radar, as it not only threatens fishing access in the state but has implications nationwide. California bill AB3030 aims to protect and limit access to 30% of the state’s lands and waters by 2030. This bill has the potential to lead to the creation of new, arbitrary marine protected areas in which recreational fishing could be banned. For this reason, we oppose AB3030 in its current, incomplete form as it is a misleading, ambiguous bill that sets the stage for unreasonable restrictions on recreational fishing. Instead, we ask that the authors accept amendments put forth by Coastal Conservation Association California and the American Sportfishing Association. I read the bill, and couldn't find the part that says it will close the California Coast. Where is it
