Are those things ....boats????

........skeeters are pretty rampant around the delta when it warms up.....but they're free............about what they're worth.

How far North are we talking? There is one in Lemoore and one in Dixon in CA, not sure about Oregon, and one in Washington. Gone Fishin' in Dixon is close to the Delta if that's what you are looking for.
