? about Paybacks and beginning angling.

Reading all the posts about paybacks. I was wondering what is considered a fair payback.

I am not sure what the expenses are when running a tournament, but what is fair for the angler's and what is fair for the organization.

If an organization draws say 100 boats, how many places should be paid and how much should go back to the field.

Also when is a tournament angler/team not beginner's anymore? (or) maybe a better question is when is an angler/team considered Pro? Should there be an in between status?
