How do you know when a swim bait is necessary to use?

It is not that it becomes necessary but rather are you wiling to pass on smaller fish to target bigger fish. You will get a lot less bites but should catch more quality fish.

A better question would be. " When to not throw a swimbait?"

Offduty basically nailed it. As far as timing, or when to throw... gotta be anytime. Just learn as much as possible from big bait tosser's that are willing to give up the info. But in general, there is no 'wrong' time to toss a big bait. Only the right time. Anytime... :D
