Californians act on approval for Delta Tunnels....
Californians will act on a ballot measure next year that would require voter approval of many large public works projects, including Gov. Jerry Brown’s twin-tunnel plan to divert water south around the Sacramento-San Joaquin Delta.
The secretary of state on Monday said that a random sample has determined that Stockton-area farmer and food processor Dean Cortopassi has submitted at least 585,407 signatures of registered voters to qualify the constitutional amendment for the November 2016 ballot.
The initiative would require voter approval before the state could fund projects costing more than $2 billion with revenue bonds, those repaid using receipts from projects they pay for rather than taxpayers in general. Brown is proposing such bonds for the $15-billion twin-tunnel project to be repaid by water users.
If the initiative passes, it would require Brown to win voter approval of the two-tunnel water diversion plan that has strong opposition from Cortopassi and other Delta-area landowners who resent the diversion of water to thirsty cities to the south, including Los Angeles.
Gov. Brown opposes the ballot measure, according to spokesman Gareth Lacy.

Jerry Brown is the new Saddam Hussein. Look up what he did by draining the Mesopotamian Marshes by diverting the flows of the Tigris and Euphrates rivers away just like these tunnels will do.
Yeah right Saddam, this is California's water fix.
Good luck!

Brown is basically saying that he has the power to build the tunnes and he does not care what anyone else has to say: He is building them!
Gov. Jerry Brown’s response to the latest volley of opposition to his plan to divert water under the Sacramento-San Joaquin Delta lacked the cheekiness he exhibited in May, when he playfully told his critics to “shut up.”
He accused opponents of doing a “profound disservice to California’s future,” but the subtext was the same: No matter how difficult the financing or loud resistance to the project may grow, the fourth-term governor is plowing ahead.
He says the $15.5 billion project, with implications for everything from the area’s farming community to its scenic drives, will bring stability to a water system on which millions of Californians rely.
“The Delta pipeline is essential to completing the California Water Project and protecting fish and water quality,” he said in a statement Oct. 30. “Without this fix, San Joaquin farms, Silicon Valley and other vital centers of the California economy will suffer devastating losses in their water supply.”
In recent weeks, opponents protested at the state Capitol and submitted volumes of critical comments to state and federal officials on the environmental impact of the plan. A wealthy Stockton-area farmer and food processor, Dean Cortopassi, qualified for the November 2016 ballot a measure that could complicate the project, if not stop it altogether.
Yet the developments didn’t appear to tilt controversy surrounding the project beyond its traditional bearings. Delta landowners, Northern Californians and many environmentalists have for years opposed a conveyance, while labor unions and building trades groups that stand to benefit from a project support it.
“What’s new?” said Jerry Meral, who served as the chief steward of the tunnels project while deputy secretary of the state’s Natural Resources Agency.
“The people who filed the comments who haven’t wanted this project for 10 years or so and are still upset, so that’s not surprising,” said Meral, who retired from the state in 2013 and now works for an environmental group supporting the tunnels plan. “I’m sure there were people who didn’t like the pyramids, but in the end they got built because, frankly, the people who had the power to build them built them.”

In true dictator form. The pyramids were built by slaves and others who felt obligated neither of which applies here.

The last time Jerry Brown was Governor of California in the late 70'S he had this great idea to build a Geothermal generating plant in the vicinity of PG&E's Geysers Geothermal plant .
The state secured the land and broke ground on a gold plated modern plant with beautiful new steam generators to turn the natural occurring steam deep underground into electricity .
Only problem with Jerry's plan was that after spending millions and millions of dollars to get the state into the Geothermal electrical generating business they built the plant in an area barren of underground steam fields . This guy was a loser then and is still a loser today with what he is trying to do to the Delta ecosystem .

Hats off to the effort to allow voters to participate. The sad truth is 2/3rds of those voters don't know what the San Joaquin delta is or anything about the issue....lots of work to do to educate these voters.

Having voted for Prop. 13, and lived to see how commercial property owners have abused it by using it to avoid paying taxes, I am always hesitant when someone wants to use the initiative process to require voter approval onto things, but, in this case, the State is leaving us no other option. I have no doubt that special interest groups will use this to thwart anything they don't want (it is financed by a big agriculture concern), but I think we have no other choice, thanks in large part to Gov. Jerry Brown.Oldschool wrote:Hats off to the effort to allow voters to participate. Mark, the prop 13 was a great benefit to the baby boomers allowed them to keep their homes while the home increased in value without paying high taxes and retire on the investment.
Who knows what is behind this initiative, business interest is always suspect.
Who else is standing up against Brown....??
Hope you are enjoying your new home in the delta and fishing as often as possible.

Re: Californians act on approval for Delta Tunnels....
Tom,
I am enjoying living up here, and fishing the Delta.
Thanks.
It's funny, but there was a blurb on Facebook about how the State has lots of money now, thanks to Brown's policies.
I wish they would save it, and spend it on infrastructure improvements, instead of tunnels and trains.
I would have thought a man who is that smart would see the self-destructiveness of those two things.

Brown is racking in $$$$$$$$$ on Cap & Trade bleeding businesses for carbon points.
Learning the delta river system must a good challenge, I'am jealous!
Fishing has been good down here with the low water conditions, hope rains soon!
Will going to the BAT tomorrow morning, maybe some good news about the delta bills and tunnels will be discussed, WON has been silent on these issues!
Good fishing,
Tom

I think cap and trade is just another way to continue dirty policies by buying a "get out of jail free" card.
We got some rain here last week. I hope it makes it's way down to you soon.
Missing the BAT is a big regret for me.
I hope you enjoy it, and let us know what you hear.
