Since the first group entered before the stage 2 deadline of August 17, are they eligible for both drawings? Could one person win both drawings ? TOP THIS really stepped up and it's appreciated !

YES!!!
All "Earliest Bird" registrants are qualified and eligible for both raffles. We will begin with those that qualified in round one, and then add the round 2 qualifiers for the round 2 raffle.
