Before during and right after. There already wet so they don't care.

Usually depends on how cold the storm is. This one was short and not very cold. If you have bluebird skies and a north wind follow the storm, the bite usually will suffer for about 24-36 hours. Often fishing slower, smaller baits, and deeper water will increase your odds of success until the stable (warmer) weather returns. The post-front cold north wind is the biggest killer of a good bass bite.

I work construction and as soon as the first drop hits the ground I load the boat and head out. I don't think fishing is much better than the beginning of a storm.
But what Larry said holds true in my opinion.

Popcorn clouds and blue sky after a storm=tough, throw in a north wind and a drop in temps you have the toughest conditions in fishing but everything prior to that is good as long as you can stand being out there, I have had a few days on the delta when the wind was crankin 50+ mph and the only other boat my partner n I saw was the coast guard telling us to be careful but it was some world class fishing! And of course plan your routes and boating safety is priority one.
