Well hull weight is 1350 lbs according to nadaguides. yeah drain the fluid, that is a pretty small boat for surge brakes, i can see how that would cause a problem. Sounds like there is not enough forward inertia on the trailer and the small amount of pressure is just locking them up. 2000 is a small...
