To answer your question about the slot at Oroville. The slot is NOT anything 14 and below as you thought.
The slot is, you must release anything between 12 and 15 inches. You may keep anything below 12 and above 15 inches.

something to think about, if you put a needle to your jacket you'll poke a BUNCH of holes in the goretex liner, unless you seperate it. Also their might be a registered trademark issue (probably nobody would notice but you never know).

Either guidewear or the Bass Pro Shop's 100MPH gear, you cant go wrong. I think the Bass Pro gear is a little heavier duty and can't leak around the fly like the guidewear can. I hope you were'nt planning on spending on $250 for the top AND the bottom cuz $250's only gonna buy half.

Go with option 2.
Option1 is a series circuit where the 2 batteries add up and the 2 outside posts would measure 24 volts. Option 1 is a parallel circuit and the pos and neg measurement would be 12 volts. (I'm assumming that your remaining charger lead output is 12 volts) This is the one to use.

Since you'll be draggin it in and out of a rental boat you will probably be limited to a 12 volt system and that's gonna limit your choices.
