If there was a better plan I think it would have been implemented some time over the last 50 odd years and 10 or so different administrations. Truth is nobody knows what to do with them, not even China seems to be able to influence them.

It's not that Im in agreement or dis-agreement with "cap and trade", but if your going to post someone else thoughts and words at least do the honorable thing and give some credit to the original author. You cut out some worthwhile reading from the original!
