I think that has been the law for quite some time. I've never heard of it being enforced. The reason is that if someone rear ends you the receiver could do alot of damage to the other car. 16-60 usually holds their t.o.c. at Los Banos but your scrren name suggests you don't fit their boat requirements. There's a float tube club that I believe holds tourneys out there. There might be a club that hosts tourneys at that lake but I don't know of any. Thats about it for a lake with a 5 mph...

I've never fished this time of year at either lake so i'm not sure which lake would be better. Usually Turlock is drawn down in the winter and that makes the fishing tuff. You can go to one of their meetings listed on the tournament schedule page or you can just show up at the launch site at ther next tourney and pay your dues and entry fees.

Flasher and crawlers are used for trolling not bank fishing. I can't recall the last time I fished a lake for trout. When I fish the streams in the Sierras I do alot better on 2-4 inch long rapalas. I don't see the conversion happening. Your best bet is to stand in the back of the boat and run your trolling motor backwards while fishing.
