Yes you can but you need to pay attention to the spline of the rod for guide placement. Also, the powers very a lot between casting and spinning. I did this once with Dobyns Rods. I don't think a short rod is the answer. Practice skipping out away from the target docks in open water. You need to develop the right wrist motion and casting angles, like skipping a flat rock. For years I pulled my 20' Champion with a Chevy Colorado , Had no problems. I now pull a Ranger 177TR with a Ford Transit Van with a V6 engine again no problems.

Did anybody read the article.

I got water below the dam is too hot fish cannot breed so stocked above dam then recaught moved below the dam to go on their merry way.

Where does it say anything about pumping in the Delta is the reason seems it is temp of the water below the dam

I have a 2009 Optimax switched over to the Lucas synthetic blend 2 cycle and really like it. I think it was Ken Mah and one of his posts that got me interested in Lucas. But since I have been using it I feel my motor has preformed better with less soot buildup.

But that is subjective .
