Fished a club tournament there a month ago, lake level was quite low and full of unmarked hazards. Fish were shallow, caught them on shakey heads, small swimbaits and texas rigs around main lake points. I fished west Toho a few years ago with Art Furgeson. My first fish of the day went 10-4. we also boated a couple 7s. This was in late Feb. I would definitely do it again! I don't think Art is in the area this time of year, but he might be able to hook you up with someone. www.artoffishing.com
