Plastic worm. Or just about any variation there of. And a close second would have to be a jig. These two probably account for more fish than all other baits combined. (well maybe you'd have to take out the spinner bait)

Plastic Worm - hands down. No other bait can be used for as many different species or in as many different situations.

in no order and you gotta say these 3....spoon, plastic worm and a spinnerbait......with the spoon being the absolute winner on being the most versatile.....rigged to whatever it takes, where can't you fish a spoon?....yes, you can even flip or pitch one......or burn and jump it on the surface....cover the whole column....spinnerbait too....ok and the worm......all 3 have been around forever, sorry for the long answer..ssssoooo, I say the worm! :D
