I think they keep the water drawn down because they are worried that when we get a big snow melt there won't be enough storage space to hold all the water coming in. That would cause either overtopping the dam, or an huge emergency release of water downstream, causing flooding, like when the Oroville spillway problem happened a few years ago.

You're right Mark.
Then why are they keeping Shasta and Oroville at nearly 100% capacity?
The media is predicting flooding due to snow melt. I don't recall it ever flooding in CA this late in the year at least not in modern times. Do they know something we don't?

Downstream flooding would be a good thing. Methdesto needs a good “cleansing”:):):):)
