Duct tape & Electrical Tape, and a throwable floatable device. Everytime I've been bothered by a ranger....the first thing he asks for is that floatable device & a fire extinguisher.

A will-he-go board, balance beam, cull tags....the list goes on!

To continue on with safety related items:

An anchor, in case you go completely dead in the water.

A cell phone (with coverage where you'll be fishing!).

A long enough rope in case you need a tow.

Some basic hand tools (screwdrivers, pliers, adjustable wrench...)

For any boat , I put $20 in a zip lock bag and hide it somewhere in the boat for an emergency .

Store a change of clothes in a dry bag in case you decide to try your ladder out.
Spare bulbs, you won't get launched unless your lights are on if the TD is doing his job.
Someone posted a real nice list last time this came up. Printed it out. Hopefully they chime in here for you.

Spare key for boat, trailor lock and storage lockers, hidden somewhere on the boat. I have a hide a key made from the same type of material that they make the holders for the mini mag flashlights. It's velcroed to the inside of the boat. May never need it but, it's there if I do.

First aid kit

Spare trolling prop

Walmart sells a marine tool kit, very inexpensive, even has an electrical tester. It comes in a yellow case.

Make list of fuses on your boat and try to carry a minimum of one of each.

The banana is going to be critical!

I would opt for a pair of vice grips in the tool kit, since those will turn just about anything. Some spare bulbs for trailer lights are nice - most tail lights take the 1157 bulbs, and I've done many roadside changes. Also make sure you have the right fuses for your truck - since most newer trucks have separate fuses for the towing hitch that will blow if you have a short - I've changed those a few times when I had a faulty trailer ground wire.

A couple zip ties are a good idea - especially if you need to hot tie your partner.
