I know this has been discussed before but couldn't find it in a search. Going out of Brannon island this weekend and was wondering what marina's if any are private/off limits to fishing?

So this wahoo out in discovery bay that keeps yelling at me everytime I get within 50 yards of his dock, and tieing ropes up everywhere is guilty of a misdermeaner right? Maby I wont have to let all my junk fish go in his boat anymore.
