Ggggg,

735 for the Delta and Clearlake

704 or 4power for lakes. You can throw either power with a 1/2oz jig.

I've never fished a Powell, so really I have no say, but..

Rods, 7'-7'6" length for both

Lakes - Power 3, you need just enough to set the hook and some shock absorber on the light line in open water.

CL/Delta - Power 4-6 (A 4 power will pretty easily handle fish to 5 lbs, and depending on what your tossing into, a 5 power will bring the rain, a 6 power will bring the thunder!

Just my mostest humblest of opinion,

Make the decision based on your preference. I personally always like a little more back bone, except with cranks and topwater stick baits. The 735 is my choice if I only get one. If I get two though, I would get a 765, or 766 for the Delta/Clear lake pitching and flipping, and a 735 for open water football head jigs. If you like a rod with a little more tip than a 704 might better suit what your looking for. Just know that you won't have nearly the same ability to control the hot shallow fish at C.L and the Delta. But for structure fishing you would be fine.
