2. increasing water exports by building a peripheral canal will make problems in the delta worse.
3.funding for the california department of fish and game is vital in protecting the delta wildlife's futre.

IMHOP, The new peripheral along with other measures currently under study could help solve some of the current problems with the delta. But, if water export is (increased) to past historic levels or beyond, it will have an devastating effect. Which would be a exact opposite to what is expected to be achieved with a new canal system !
