(copied from PBS)
Two-thirds of all Californians receive their water from the Sacramento-San Joaquin Delta. It spans 738,000 acres, dotted with islands and surrounded by 1000 miles of levees. The Delta provides water for 25 million Californians and 3 million acres of productive agriculture. The Delta is also a habitat for some 700 native plant and animal species. Millions of people take advantage of its many recreational uses. On "Debating the Delta", experts discuss the many challenges facing this critical resource and offer informative, educational and important viewpoints on the future of the Delta.

I haven't watched it all yet but first observation is that the panel chosen didn't have anyone to represent the fishing/recreational activists that have been involved over several years. All were government appointed politicians and water or farming interests.
