"For a much cheaper price [instead of the Delta Tunnel], we could restore 300,000 acres of floodplains in the San Joaquin Valley and Sacramento Valley.We would be able to restore groundwater, improve environmental health. You could use some of that water during dry periods for agricultural uses and then that would free up water that’s available in the rivers for urban areas while protecting the rivers," said Barbara Barrigan-Parrilla, Executive Director of Restore the Delta.
