Casitas Board meeting this morning details

The Board's Recreation committee this morning went well.
The topic available to speak about was on the inspection procedures, debris, and possible procedures to appeal a suspension. Don't hold your breath for that. 28 days will still be in effect. Larry did provide a re-worded inspection policy that narrows down the word "debris" and changes it to aquatic vegatation and matter. We asked that they exersize a little common sense during inspections. This is a board decision, so they couldn't give us anything more than that at this point in time.
The attending Board members seemed genuinly interested in NOT closing the lake, but at the same time are dead serious about the zero tolerance "clean and dry" inspections. They have provided additional inspection training for their staff this week as well, so they are a bit more sensable.

It was agreed that if someone is camping and has passed the first inspection to get into the lake, they don't need to re-inspect the next day, unless they leave the park. So for any future tourneys, if you are staying at the lake, do NOT leave to get in to the side gate. TD's, please take note of this, and don't ask your fishermen to get re-inspected.

I brought my boat to the meeting so the Board members could get a feel for the inspection process, but they politely declined.

We also asked for the ability to have a "second opinion" at that point if a boat gets declined. If you do not agree with the reasons that the ranger decides to give you the boot, politely ask them for this option. I can tell you that if you have any water in your boats bilge or livewells, your chances for a reversal are nil. Clean and dry baby, get used to it.

After the meeting I did go to the lake and was given an inspection by one of the young ladies at the gate.
She had me fill out a new a affidavit, they are only good for 10 days now.
She crawled under my truck and checked for gunk there, she checked the hitch all over, and then checked the spare tire on the trailer. She felt all along the trailer and got down to look at the bottom of the boat seriously. She walked all around the boat checking the trailer and the bottom of the boat, and then she walked all the way around again, feeling the boat all overthe place. After a thorough external inspection, she asked me to open all the compartments and she checked them all. It is fortunate that I spent about 8 hours last week cleaning the crap out of the boat!
She was very pleasant and professional

I passed and got into the lake!

It's all about clean and DRY guys. I pull the plug after I get off the water, I use a shop vac when I get home to clear the live well tubes, I wipe the boat down with a mild vinager and water wash.
When I go to the lake, I leave a big towel in each livewell and cooler. She had no problem with that, and commented that it was a good idea.
It's my opinion that a little bit of dirt will get by, but not a drop of water, so just go in with that attitude and you'll probably be fine.
Plus, my boat has never been so nice, clean and organized since I got it!.

Thanks so much for the update Doug. This is very promising in that they are at least not looking to close the lake at this time.

The information that has been provided on this forum from yourself, Scott, and John was distributed during a San Diego Council of Bass Clubs meeting by Mr. Kelly Salmans and that information is being passed on to the 18 clubs that are affiliated with the Council.

Our club held their meeting last night at Angler's Marine in San Diego and some stickers are on the counter there also.

It is believed that if we wish to keep Casitas and many of the other lakes not on the Colorado River chain open, we are all going to have to suck it up and do our part.

Good job Doug, Larry and the others that went...


I hope for the best...but I'm still not impressed with the way things are going...I shouldn't have to clean my boat for 2 hours everyday before I go to the lake...if I fished the day before...and if I ask for a second opinion...who is going to show up?

Also, the girls and kids are always fair...ask for a ranger and get ready for the fun to begin...


Any idea giving for the reason why Mr. Rooney told Bill Hutcheson there wasn't one...Yes I understand I'm an @ss, I shouldn't have known about the meeting...but my point was to make sure all business owners were there...I just find it funny Mr, Rooney didn't know about it...

Nothing but love for all my fellow fishermen trying to make this thing right...But Mr. Rooney can kiss my @ss...

I know you want me to play nice...but I tired of the b/s...

Thanks Bill, I did ask the Board what other water agencies in the state are doing and the answer was a dismal nothing. Casitas is the leading edge in this battle, so what we do and how we do it is crucial to the rest of the state in many ways. The Board is keenly aware of this and this fact only makes their decision harder. It is imperative that we take on responsibility for ourselves, not only here at my lake Casitas, but every fisherman at their lakes too. At the rate this is blowing up, the issue will have to be addressed by some higher powers eventually. The industry is just too big to let a few random Boards dictate the future of Californias bass fishing. If we can show the light here, it will quench the fires elsewhere too.

I am sure this questions has already been asked a thousand times, however has any of the water districts gone to the districts and agencies back East to see how they have been dealing with this matter?

It is clear that they just couldn't close down the St. Lawrence Seaway, Lake Erie or Lake Michigan, and it is my understanding things are getting better there.

Also, you all have the full support of the clubs in San Diego. We all have fished tournaments in several of the lakes presently slated for closure and considering quarantines. This is much more than just a county or district matter. This will impact the entire Region, including future WON, BASS, and FLW events.

Keep up the good fight and keep it CLEAN AND DRY

Higher powers are looking at this issue going on right now at Casitas. Trust me. There is way to much money to be lost.

So help me out here.

Mussels live for supposedly 28 days right?
You just wiped it down 10 sec before the Ranger looks at it. Why cant you wipe it after he checks it? IE he checks it, you wipe it and he lets you on the lake?

My issue is whats "CLEAN and DRY" when 3 min before you pulled up to the check, you just wiped the boat? There is nothing in that 6-9 minutes prior to pulling up to the gate that is going to make a difference than pulling up to the gate and wiping it after the Ranger looks at it.
Clean and dry sounds cool but its not going to help a thing. Let the boat owner wipe it down then get on the lake, you idiots.

So tell me doug whats the difference in the ranger finding water and you wiping it..................and 3 min prior you wiping it?

Im asking this on the actual prevention of mussels not some stupid rule the ranger thought up to get himself promoted. I'd like to know what makes the difference? Does the gate have a special thing that if you cross it with water allows the mussel to thrive? Or does a ranger seeing the water/debris allow the mussel to thrive?

Im just trying to find the magic for this Clean and dry BEFORE you get to the gate?
Why can't they inspect it and for gross wetness, shall we say, turn the boat away, but for a little bit of drops point it out and then dry it out.

In the meantime those of you that want to lick the shoes of the rangers keep doing it, they will just step in more $#$@ for you to clean off.

Do you think we're a bunch of dumbasses that don't realize a boat gets wet when it rains? Or that one strand from a rubber jig skirt won't carry the virus..I mean the mussel? The Rangers aren't making the policy, they are just doing their jobs. There is no difference between someone wiping the boat down in line and the Ranger finding one single drop from condensation. It's not the Rangers, they aren't doing it to get promoted..if the lake gets closed all those Rangers won't have a job anyway..think before you post..but apparently you do..you're just too far out of touch with what's actually happening here to make a relevant post about it from where you are. Take your condescending attitude elsewhere, we have more important things to worry about here.

All of us in the middle of this know about the mussels and how they thrive. You're saying things we all have been fighting for weeks now. I've made this kind of response to you before, if you can't sit over there and come up with something useful than quit stirring the pudding. Am a little unhappy about your post? You know Pred, it is attitudes like yours that will only give the Lake Casitas Board members reasons to simply close the lake now! If we all thought like you, then the Board would simply say, that all bass fisherman are irresponsible, arrogant idiots who could care less about our lake...keep them out.

Why don't you realize that we MUST do our fair share because we care. Of course if you don't care, then don't do anything and KEEP IT TO YOURSELF. Further, if you are lazy enough to wait to the last minute to clean out your boat and in fact do have standing water, then you SHOULDN'T be allowed on the lake. MOST fisherman are being responsible and trying their best to comply. Yes it is frustrating and yes it is challenging to understand the motives of the current inspection, but, WE must work together for the same cause or WE lose!

Keep in mind I have already been quarantined for silly reasons that we all know quagga's don' t live (dead leaves, pine needles and grass clippings), and you don't hear me complaining do you? I don't like it any more than anyone else.

Grow up, be responsible and suck it up. Or if you prefer, just don' t go to Casitas and be inconvenienced! That is what many are choosing to do and that is fine...BUT STOP being IRRESPONSIBLE and giving the Board more reasons to cut us out.

Whatever, I have posted about $$$ that goes into fishing. But you keep on keeping on. Its making such a difference. Those rangers WILL have a job, because the WATER SALES keep them in business. They will be paid because they are needed to watch the gate etc.
Just like I have come up with a bunch of reason the policy is wrong. Im sure I can come up with some reasons its all your fault.

Like this. Seeing the mussels live for 4 weeks. how does clean and dry help? I can fish Mead, leave the boat for 45 days+ let the livewells and bilge fill with water. Then take it out, dry it all up and take it to Casitas... Guess what I get to put my boat in because its DRY! and CLEAN. Living mussels still on my boat and trailer.

Lets think about it from the water districts point of view. Its there to provide water, fishing is merily a feature, not a right.


So what are your options as an angler? You can come up with a well thought out proposal, maybe a list of business owners that will lose money.

Or you can do whatever they say.
Honestly now, I dont care if they close the place. You don't deserve to fish there. You cant even come up with a good enough reason to fish there. All you can do is whine about the rules. Dont like the rules go to them with the problem AND the SOLUTION. give them reasons to let you fish.
Personally, if I was the water district i'd close the place. All you are going to do is whine about it and still show up with junk in your boats.
Lastly I have never fished there, will never fish there, will not even live in this area in a year. SO anything I have said is to make you think. 2 Choice.
1. come up with a solution
2. get used to NOT FISHING there
Seems like you like #2 because you can pss and moan about it but do nothing because that would require you to actually think.
I mean comeon, do you REALLY think the rangers will lose their jobs if the lake is closed to anglers? Good Lord man you dont know bearucracy do you? its not the first time in the history of government or public service that people have been paid to do nothing.

What have I said irresponsible? Never did i SAY to show up with water. I said "why cant the angler wipe water found by the inspection that is MINIMAL" Like I stated obviously if there is a gross violation. Ban the person.

i guess thats being irresponsible. :roll: Then again none of you have shown an ability to read :lol:

It's people like YOU that don't deserve to fish Casitas and I'm glad you don't. If it does close the only reason I will be happy about it is so you never have a chance to come stink this place up with your ignorance. I couldn't even imagine being on the water with you..I bet thats a day filled with stimulating conversation!!

Yeah in YOUR mind you can come up with whatever you want..but the rest of us here in reality have to deal with facts and things beyone our control. Don't you think we already know the policy is wrong, get over yourself and get a clue. No one is whining and then showing up with junk in their boats..one strand of jig rubber, TWO drops of water/bleach...the only thing you have made me think is your some weenie that has never had to work for anything in their lives and you live in your own clouded little world you have created for yourself. That was great SCOTT, keep up the good work, seems to me that
everybody has there own point and view of this bad situation
seems to me that everyone is fighting at each other. instead
of beeing a group. S.B.county is far more worse than V.T.C. SO

I agree completely Morris, but there are people on the outside looking in who are not part of it, involved in it, helping with it or affected by it..yet instead they insist on piping up with worthless posts that get people a bit fired up.


And Lance...be careful...Poolman might get a lil hot if you start talking about Jocks on here...but usually he's not "Ew"ing when he sees them but more of an "Aw"ing.

YEA, Up here not to many people dont know whats is really
going on about the muscle isue, TRYING to spread the news
about it ,lots of people DON't think its going to happen need
lots of HELP! on the S.B.C side they are one track minded
