Officially, the DBW (Delta Boating and Waterways) controls and regulates who uses the river system and when, this is the agency that mandates the closures and openings.
DWR (Delta Water Resources) is the agency in charge of maintaining and assuring the levees are safe.
There have been recent issues down in San Jaquine and some Major repairs on Blind Point and Washington Cut the last month. Due to the high waters and existing rain and wind patterns of this week, the two agencies talked and DWB closed the river in Contra Costa and San Jaquine counties in an effort to allow the DWR to survey the condition of the levees during this potentially hazardous period.
Hellicopter surveys have been done on Tuesday and today checking out the hot spots on the River. The word running through the local government agencies is that the river levees appear to be holding fine through this and the threat of a major levee break seems to have passed.
AT this time, the DBW, HAS NOT extended the closure of the Delta past Noon tomorrow. I just, not less than 5 minutes ago, received a call from a buddy at the Contra Costa Sheriffs Marine Department who frequents the Forum, who gave me the full scoop asking that I pass this information on to the Public.
At this point in time, it does appear that by 11:30am tomorrow morning we will git the official word that the River will be reopened at noon as planned. All we can do is sit back and be patient and let these folks do their jobs to assure that our safety and that of the land surrounding the Delta Levees is kept safe.

Between the morning and night highs.......
It's 4-5 feet lower than what it was January 1st! Everything out my back yard all week has looked normal. It's not gotten much more than with in 2 feet of the retaining wall it crested then. Other than it's a chocolate muddy mess right now!
