Hand wrapping them on with thread is the better way to go. A dab of super glue after wrapping, will seal the deal!
Also if you just have to have a rubber band,.. Head to your local dentist !!!!
The small rubber bands they use on people who wear brace's are small tight and very strong.
Hope this helps?

You can usually get them at most local tackle stores that carry supplies. If they carry the rubber skirt material, then they likely carry the bands too.
you can also buy the materials online. some sites i use for all my supplies:

http://www.barlowstackle.com/
there are a million more, just google "fishing tackle supplies".

Lots of local tackle stores carry them as well. Places that sell skirt building material. Most of them can show you how to do it as well... Fishermans Warehouse, Sacramento Pro Tackle, etc. You can also order them online, or you can user string and glue or wire to wrap them to the bait. Any method will work, some better than others... Alot of these stores sell fully made skirts as well, just pick a color and slide it on.

It's those little rubber bands that deteriorate and eventually cause the skirts to fall off.
Much better to do one of the following:
1. Tie the skirts on with thread and seal the wraps with Super Glue (as mentioned above) or
2. Use small gauge bailing wire to wrap the skirts on, twisting the ends of the wire several times to secure the wrap. This works for a while but eventually the bailing wire will rust, or
3. Use 4" cable ties (available from Home Depot, Lowe's, OSH, or Radio Shack) to hold the new skirt in place. They are plastic and will last forever. Excellent source of skirt material or preferably, skirt layers, is www.barlowstackle.com

Zip-Ties also work great if you want to make a dip net...I came up with that idea years back...Fast and efficient, used nail clippers to cut the ends off so it was flush and no sticky edges where the net would catch...I was the first to use a flasher out there for threadfin shad, too...Them other guys just went by sight and with a Lowrance Flasher, I could find schools of shad in a minute!!!...Some of them Dummies are still without electronics today!...
Othodontic bands, that's a good idea...Never thought of that one...Will have to check that one out...Great tip!...
