WOW- interesting accusation by Andre Moore!!
wow - this is an interesting dilema.
I was reading some of the daily news on bassfan about the incident at Lake Norman the other week and they got comment about FLW's policies from some of the anglers. What caught my eye was what Andre Moore claims happened at the 1st FLW NG last year at Havasu. I surely didn't hear anything about this before.
Here is what Andre had to say:

My co-angler took his third-day pro partner into my hole. I called (tournament director) Chris Jones from the water I was so POed. I actually heard my co-angler from (day 2) and his partner, the night before, talking about where I fished.

My co-angler and I witnessed the confrontation at Havasu. We were headed in to fish there and decided it was too crowded with them playing bumper boats. As I understood it from Andre the co-angler in question had also pre-fished with his 3 day pro. Andre was pissed and rightfully so, if they did what he accused. If he took he day 3 pro to his day 2 pro's spot then he should have been DQed.
I would have to agree with Andre that FLW's rules enforcement as of late has been very lacking. They have instituted the polygraph, but I think it is more to claim a level field then to DQ those who choose to bend the rules.
I hope Kim does not pay the price for Andre's comments.

I will say this..... if any of you have last years columbia river flw tournament on DVR still please take a look at andres fish compared to the next competitor. In my opinion he was shorted at least 3 pounds. take a look and you decide. I remember watching it and then watching the weigh in and thinking that something was way off.

Does FLW allow for a re-weigh if the angler asks for it before taking the bag from the weighmaster? If it looked that far off on tv why wouldn't he ask for a re-weigh? He was staning right there and should have seen what you saw. For the scale to be that far off is suprprising....

Greg Pugh is a FLW "puppet" he is directly sponsored by them and you think they are going to DQ him...
If it was a regular joe blow he would have been DQ'ed without questioning..
FLW always lets things slide when it comes to their guys. We also had a protest on Okeechobee this year that went onto deaf ears.
I would love to know what questions were asked in the polygraph test, if any.
This just shows that FLW is a long way off of holding a true "Professional event".
Do you think BASS would have even gone as far as a polygraph...NO, he would have been disqualified within seconds of admiting to "looking" for fish...

Hmm...... dont know about that, but surely something doesnt seem right with the Lake Norman thing.

Since the blast off area is an off-limits area we transverse through the off-limits are at least twice a day. There is no rule agaist entering an off-limits area. We can also gas up during a tournament or go you a lock that may be off-limits to fishing. Heck, I have seen more than one person make a cast in the morning before blastoff while in the off-limits area to see how a lure runs or straiten line. That is closer to a rules violation.
From FLW Series Rules. I believe all FLW rules regarding this are similar.
12. Permitted fishing locations
Contestants may fish anywhere on tournament waters available to the public and accessible by boat, except areas designated as "off limits" or "no fishing" by local, state or federal officials or within 50 yards of a competitor's boat that was first anchored. An anchored boat is a boat held in a stable position by a line attached to a weight or by a Power Pole with the trolling motor in the up position.

Dewayne you did make a good point.
Clinton Library ??? That's funny sh**. I never gave it thought about casting to check the tuning of lures prior to blast off. I am guilty of this one, BUT it will never happen again. Thanks for the heads up Dewayne.
BTW, I dang sure ain't sticking up for FLW. No one seems to be mentioning the latest one.

I truly recognize what you're saying as legitimate reasons why a boater might be in an off-limits area and i cant argue that those are clearly not violations.
But, reading thru the other articles where Pugh explains exactly what he was doing in there, he clearly states that he made a mistake, crossed into that area, with the intent of fishing. He had his rod in his hand and was on the front deck looking for bed fish. There is just the simple technicality that that he never actually casted his lure into the water and thats only because he never saw a bed fish big enough.
You can call it what you want, but by my definition, that's fishing, and thats a violation.
All the other things you mentioned clearly are not.

According to what the rules say, it doesn't appear that he broke anything. Per what Dewayne wrote, I agree that "if" he did not make a cast then he "may" have not broken any rules.

That's pretty good discipline on the part of the Co-Angler. I know if I'm in the back of the boat, and the guy up front is looking for Bedfish, I'm gonna be tossin' some Hail Mary's out to the middle of the bay. Anything to keep the worm wet!

I think it's BS! If he was in there looking for fish he was fishing! This is the 3rd or 4th time I've heard of this type of stuff from FLW. The rules should be the same for everyone, not just the FLW sponsored anglers. If the game warden catch's you out with a rod & reel in your hand and no fishing liscense you're getting a ticket!

I hear ya buddy; you wont find it in the rulebook written as a violation exactly as described. But we all know that they cant write a rule with every scenario explicitely detailed out. Heck, the US congress tries to do that all the time and we know they fail miserably.
So, the real jist of it comes down to interpretation of 2 things:
1 - what is legally fishing?
and
2 - Is admitted intent to fish, then a violation of sportsmanship?
Defining fishing only as the act of putting a lure in the water clearly seems to fly against all state and federal interpretations. What is your response to the realistic explanation that if you were on the water, with rod in hand, looking for bed fish and a warden came up to you, you would be considered as fishing! you and i both know that to be true and you would have less than 0% chance of arguing against it in court. You cannot deny that right?
Secondly, if Pugh admitted he went in there to fish and was doing it with intent to fish, then in his mind he "WAS" fishing. By the rules of sportsmanship, shouldnt he actually DQ himself?
Anyway, i'll let this one go, but i sometimes feel like this kind of interpretation of bass fishing rules, heck even our own gov't laws, as so "must be in black & white or it must be OK" expectation, tends to just bring down the whole system because there's no common sense left in it.

Ummm... Joe, don't remember seeing bass fishing as being held to the same standards as professional golf (don't mean to piss anyone off here, but I've seen too many instances to refute the obvious). Not sure how many would actually DQ themselves based on a rules infraction if they weren't called on it... unfortunately.
I believe you're right... but unfortunately the tournament organization always has the last word (and not always the best or most honorable intentions).

There's a huge assumption here that FLW gave Pugh a break because he is on a sponsored team. It's likely the same ruling would have been made for anyone under the circumstances.
I've spent some time in the boat with Bill Taylor and believe me, he doesn't come across like a guy who's going to cut anyone a break, especially at risk to FLW's reputation.
Seems to me, as an outsider, that FLW did what they should have done per their rules.

Well unfortunatly FLW's reputation on protests is horrible. There are probably 20 threads like this on the internet and 95% of the posts find him guilty.

Look at it from this perspective...same concept, just more dramatic: What if you went some where with the "intent" to hurt someone and you didn't, should you charged with hurting the person?
But then what do I know, I should have been DQ'd as well as I was lookin' at the bank for bed fish when we down it too

I think we can agree to disagree, but I will add this; Who's reputation is good for follow through on protests? Surely not BASS.
Guys like to beat down Ike but he basically DQ'd himself in a Classic for fishing in an off limits area. The aftermath was a bunch of 'sideline anglers' figuring he was doing it solely to keep himself in the limelight. Go figure. See that's part of our problem nowadays, everyone wants to interpret intent. And, it's a lot juicier when you put things in a negative light rather then a positive one. Added drama I suppose. My world needs less drama, more optimism and positive thinking and reacting.

Never heard of any tournament org having a mandate that all protests are publicly reported. And my first impression is that the guy running the BFL is likely running the BFL instead of the FLW Tour for a reason. Thats apples and oranges.
The guy said he had every intent to fish but didn't and then passed a polygraph. I know you folks think they're so easy to fool but they aren't.
Bottomline: FLW did their thing, it's been reported on so what do people expect? And, let's say they did DQ Pugh after the event and after he passed a polygraph. What's to stop him for taking them to court and more then likely, based on previous case history, whip up on them badly? Seems to me FLW stood to lose badly. But hey, there's the old Catch 22 scenario that some anglers seem to love. Damned if you do and damned if you don't. Angler never seem to understand that. It takes a lot of data to uphold most protests and frankly, they didn't have any.

So then tell me why there is a off-limits for FLW.
If the anglers were to go out looking for beds during that "OFF limits time frame" and not cast...That should'nt be considered fishing right.......So they would'nt be breaking the rules...right? they didnt cast???

The thing is, you're not supposed to be on the water at all during an off limits period. If I remember correctly there is an of limits for the NG but not for the Stren Series or the BFL.

I can guarentee if I am standing on a dock or in a boat with a fishing rod within my reach BUT I have not fished all day and I get checked for a fishing lisence and do not have one I will be guilty and get a ticket.My intent at some time or another was to probibly to fish wether I have or not.As far as F@W is concerned I was in the "ACT"of fishing and would not care what I would have to say.If Greg went into this area to sight fish and then realized he was in "off-limits" area I still believe he was in the act of fishing.
By the way EVERY report or interveiw I have read on this story so far I have not heard one angler say that they think Greg did this on purpose.Alot of this could have been avoided if the FLW had come out and made a statment.GB..Jim

Stand on a lake shore with your rod in your hand without a licence and see if DFG gives you a ticket. Your intent is to fish. Say what you will, he was fishing!!! DQ!! FLW saved one of it's own. Like it or not, that's life. Either fish FLW with the knowledge of how they are or don't fish FLW, but move on.

Who cares. These stupid politics take the fun out of fishing and ruin our sport. FLW did what they did and will stand behind it. We can whine all day and it wont matter. If this annoys you dont fish thier tournaments. The turnouts will suck and they will leave us hangin like BASS did. Then we are all left with WON Bass as the only pro ams in the west. We can all fish for a fully rigged nitro. Without BASS or FLW the field would be full as well. I hate the payout plan FLW has in place and know quite a few people with some horrific stories about the NG FLW tournaments. Lets just say you probably shouldnt run a Ranger boat with a mercury on it in thier competitions........ I wont fish any FLW tourney's. Im a Champion man and a mercury diehard. Just my preference. No claims. Its just what I like. The payout should not be based on the tools we use as fisherman. Winning co-anglers should not be forced to buy a ranger with thier winnings either. Just a gigantic marketing scam in my honest personal opinion. I respect Forrest L. Wood for all his contributions to this sport and love ranger boats but there is another guy that seems to be maniacally trying to put the sqeeze on the bass boat market. I love Hulk Hogan being the spokesman for fantasy fishing though. Right on brother!!!!!!!!!

I am amazed at how many folks join in on the mud slinging. fellow Americans WTFU!!!!! who would be stupid enough to run a tournament in California? What good could ever possibly come out of this thread? What effort to actually find out the facts? Was this during practice or pre-fish as you like to call it?
If so why would he waste his time in an area he knew was off limit's.Being a Pro he know's these rule's I would assume.
Was he just trying to see how the Bass on this particular Lake were staging?
Was he seen doing this during the Tournament?
All I see here is negative exposure to "PRO"event's.
