Cast for kids

Iwas at shasta lake 06-14-08 and witnessed some odd things going on,boats with kids and guides not wearing pfd's on pad comming to there weigh in not to mention the fish kill of all sizes of fish,with all the preaching about pfd's and such and with kids involved i just thought it was out of the ordinary---

Was it a tournament or just a group of buddies out fishing with their kids?

Isn't it a law that all kids under 12 or 13 have to have their vest on at all times?
