Trolling Motor Help?

I have a 2006 Triton TR176 with a 2006 Motorguide Digital Tour 24V 70 lb thrust trolling motor. The other day I noticed that it did not feel like it was pulling like it used to. I just put in new batteries this year and they are good. I checked the breaker and it is not tripped. Now here is the weird part. The positive cable coming from the breaker output log shows 25 volts. But at the other end of the same positive cable were it attaches to the back of the 30A outlet plug in it only shoes 12.5 volts? So am I only running on the 12.5v and not the full 24v? Here area few pics to show it in detail:

Replace your positive cable. What is that white build-up around the heads of the rivits ? (first photo). Reason: The internal wiring could be coated with the same white matter. Just my oppion

Make sure you check the grounds also, has to have a negative.

Just dust, wiped right off. The boat is like new and only has 20 hours on it and wouldn't think the cable would be bad.

If there was no ground then it would not show the 12.5v either.
