Motor spec info best place

Where is the best place on the net to get Testing info for Outboards, specifically emissions and fuel economy for 250 motors.

Also side not I thought I read somewhere that Mercury was going to have a new system that would allow you to switch between hand control and hot foot whenever you wanted, is this true and are any of the other manufactures doing this as well?

finally foudn the info on mercury, it is called dts allows you to switch between hot foot and panel control so when you have a 1/2 mile 5mph zone you dont have to keep your foot on the throttle, cant find anything anywhere on any other brands doing this, or can I find emissions ratings from a non biased rating company at all.
