I have a Opti 150HP, my boat is rated for a 175HP. Should I upgrade to a 175 and what will the differences be if any.

Like Bones said if the motor is fine spend the money else where.
I have a 90 hp on my little 17 foot ( rated for 115) and have done just fine. It is not how fast you get there it is what you do when you get there. But you are not looking at much more mph with the 175.

If you plan to keep your boat for a while...
...I would recommend that you stay with the motor that you have on it. However, if you buy a boat and turn it over every two or three years (like most tournament guys do), then I would recommend that you put the maximum rated motor on it. Many times a guy looking to buy a good used boat will be reluctant to buy one with a less than maximum rated motor on it.
Another factor is: How big is the water that you plan to fish? If you are a tournament angler and fish on big water (such as the Delta, Shasta, Clear Lake, Powell, Mead, Havasu, etc.) then you will probably want to have the maximum rated motor on your boat. Although you can't catch fish at 60 MPH (as noted), you will certainly get to your water a lot quicker at 70 MPH. (Must be that Cop thing - Har Har!).

As posted already, if your motor is good, keep it. If you've got to re-power then you might consider it. The only reason to go max HP is for resale value. Depending on the boat the extra 25 HP will only be good for maybe 5 to 10 mph but would likely make it easier to sell. It's not likely that you'd recover the extra cost though, you'd just sell it quicker.
