Sacramento Man with Lifetime Fishing LIcense Ban Arrested on Suspicion of Poaching
SACRAMENTO, Calif. (KCRA) —
Park police said they arrested a man with a lifetime fishing license ban after he was caught Saturday night with 19 trout he said he planned to let die before tossing back in a Sacramento pond.
Igor Gasur was arrested on suspicion of poaching, probation violation and various Fish and Wildlife violations, according to the Fulton El Camino Park Police Department.
"Just for clarification, he wasn't catching to keep or eat. Per his own statement, he was catching them, letting them die in the grass and planned to throw the dead fish back in the pond," park police said.
Gasur was spotted fishing at the Howe Park Community Pond in the Arden-Arcade area after hours. The Department of Fish and Wildlife had recently stocked the pond, authorities said.
Officers found 19 illegally obtained trout in his possession, park police said.

"lifetime fishing license ban." Shouldn't this fall under cruel and unusual punishment! In all seriousness, sounds well-deserved in this guy's case.

Since he was already on probation and under a lifetime ban from fishing for a previous violation, here's what I would do:
1. Revoke his probation and reinstate the original sentence
2. Sentence him to the maximum sentence (whatever that is) with NO chance for parole
3. Increase his lifetime ban to life + 30 years (symbolic gesture, but it might get someone else's attention)
4. Confiscate everything he owns that could even remotely be considered fishing-related
5. Bring back keel-hauling (pirate's predecessor to water-boarding), keel-haul his worthless a** five times a day for however long it takes for him to get the message
