Looks like reporter error. In the bottom, under "Learn More" they do refer to Charlile Evans.

This WI thing did start when Charlie Hoover was still Pres and CEO though. They could be refering to an old letter. Just plain sloppy reporting, I guess.

You know what's really funny... these animal activists are supposed to be somewhat smart... if they were, they'd know that a fish does not have a sophisticated nervous system like a mamal does. It feels NO pain from a hook because they do not have nerves in their skin. It's too bad that those Wisconson folks have their brains frozen half the year.

I think they call it projection, when people put their own motives and reactions onto someone else's actions.
In this case, they feel pain, so they assume fish do, too.
If it's just that they don't want to "hurt" any of Mother Nature's creations, remind them that she also made the coffee beans that are roasted and ground up for their Starbucks coffee. How do they know that the poor coffee bean doesn't feel it when it's being roasted alive?

Their problem is they assume animals are the same as humans. Feelings, thoughts, etc. Known as anthropomorphism.

The adjective anthropomorphic has one meaning:

Meaning #1: suggesting human characteristics for animals or inanimate things
Synonyms: anthropomorphous, humanlike

At least as far as PETA people are concerned.
Don't get me wrong. I don't mistreat people or animals. I do eat other living things. I kill them first. Not for the sport of killing, but because it's really cruel to eat something that's still alive.
After all, everything eats something else, whether it's plants eating rotting plants, or animals killing and eating plants or other animals, or virus and bacteria eating us, to survive and reproduce. That's the way life has evolved. It's not a moral thing. It's just the way things are.
Try eating something that wasn't alive once. How far can you get on salt? Even dairy products came from living things, and have bacteria in them which help us digest them. And fungus, like in cheeses.
If you try hard enough, you can make any arguement you want for either side. That's what debating teams do in law school. But in real life, we're not a bunch of lawyers, debating for the fun of it, or to earn a degree. We're people, trying the best way we know how to make it in the world we have.
For me, it's about my choice to fish, not to hunt, to eat meat and plants, and to not hurt or kill other people.
I make those choices, because I am responsible for me, and I can live with my own decisions.
PETA people should mind their own business.

I didn't think you're a PETA'r for a minute. I was just venting. Frustrating when you have a small minority terrorizing the decent majority. Like in the '50's, with Joe McCarthy and his Senate commitee. The problem with PETA people is that they're so emotionally involved they can't be objective, and no amount of scientific data is going to change their minds. They're kind of animal rights fundamentalists.
Robert Kennedy once said, "The danger with extremists is not that they are extreme, it is that they are intolerant".
Man, that describes PETA to a tee.
I remember a George Carlin monologue where he points out that everyone on the road going slower than you is a jerk, and everyone going faster is an a$$hole. It was funny because it was true. We all feel that way about people who do things we don't, to some extent.
The difference between us and PETA is that we let them have their freedom (in this case to be totally wrong ) because we understand that our freedom to do what we like is protected only if we extend that freedom to everyone else, as long as it doesn't affect others negatively.
I, myself, am intollerant of skiers, wakeboarders, and jetski/skeedo people. But I realize they have just as much right to the water as me, and have at least as much invested in their recreation of choice as me. I just wish they'd do it farther away from me.
